The Digital Services Coordinator (DSC) at the Bundesnetzagentur has today published its activity report for 2025. Implementation of the European Digital Services Act (DSA) has picked up speed and is beginning to bear fruit.

More than 2,000 complaints from users

In 2025, more than 2,000 complaints of possible infringements of the DSA were received through the DSC complaints portal. The majority of the complaints were about inadequate reasons for restrictions to accounts, content or services or for the removal or non-removal of content by service providers and about the user friendliness of systems for reporting illegal content. Most of these complaints relate to the very large online platforms (VLOPs) with registered offices or legal representatives in Ireland. These complaints are therefore forwarded to the Irish DSC to follow up on.

Proceedings against online platforms

In the reporting period, the DSC initiated a total of 26 national administrative proceedings against intermediary services in its area of competence. The main focus of the investigations was the inadequate implementation of Article 16 (notice and action mechanisms), Article 17 (statement of reasons for decisions) and Article 20 DSA (internal complaint-handling system) and, in the case of online marketplaces, Article 30 DSA (traceability of traders).

The German DSC also played a role in numerous proceedings initiated by the European Commission against VLOPs by providing support to the Commission in the proceedings.

Certifications

Civil society organisations play an important role in the implementation of the DSA. The DSC certifies out-of-court dispute settlement bodies and trusted flaggers that meet the statutory requirements of the DSA. One out-of-court dispute settlement body and three trusted flaggers were certified in the reporting period.

Tasks of the Digital Services Coordinator at the Bundesnetzagentur

The DSC, based at the Bundesnetzagentur, is the central coordinating body for enforcement of the DSA in Germany. It monitors intermediary services, including online platforms, for compliance with their obligations. It acts as a central point for complaints from online users about infringements of the DSA and coordinates cooperation between competent authorities in Germany and the EU. The DSC certifies out-of-court dispute settlement bodies and trusted flaggers. It handles applications by researchers to gain access to the data of VLOPs and very large online search engines (VLOSEs).

In its enforcement of the DSA, the DSC works together with the Federal Agency for Child and Youth Protection in the Media (BzKJ), the media authorities of the federal states, the Federal Commissioner for Data Protection and Freedom of Information (BfDI), the European Commission and the DSCs of other Member States.
