The Bundesnetzagentur has today published a report on the competitive conditions in the mobile market. The report represents a contribution in the proceedings for the provision of mobile spectrum in the 800 MHz, 1800 MHz and 2600 MHz bands.

"Promoting competition is a key aim of spectrum regulation. We will take account of the results of the report in the forthcoming decision in the spectrum proceedings," said Klaus Müller, President of the Bundesnetzagentur.

Results of the report

The report concludes that at present there is effective competition in both the retail and wholesale markets for public mobile communications services.

An evaluation of a large number of different indicators shows that the current situation in the retail and wholesale markets is in the interests of consumers and also offers incentives for the mobile network operators to make further network investments.

According to the report, the market entry of 1&1 as a mobile network operator is expected to intensify infrastructure-based competition more, which could result in even better value for money across all customer segments.

Consideration of the report in the spectrum award proceedings

One of the next steps in the provision of spectrum at 800 MHz, 1800 MHz and 2600 MHz will be to decide whether measures are needed to maintain or achieve effective competition in Germany's mobile market. The results of the report will be taken into account when weighing up all the interests and the responses to the consultations.
