The Bundesnetzagentur has today opened a consultation on the draft scenario frameworks for electricity and for gas and hydrogen. This first joint consultation on the scenario frameworks makes it possible to look at potential developments side by side.

"The scenario frameworks provide the basis for network development planning. The joint consultation on the electricity and gas/hydrogen scenario frameworks will make it easier to address issues common to both sectors, in turn making it possible to coordinate network planning processes more closely," said Klaus Müller, President of the Bundesnetzagentur. "Members of civil society, professional associations, companies and authorities are invited to take part in the consultation over the next few weeks."

Alignment of electricity and gas/hydrogen scenario frameworks

The target in both scenario frameworks is a climate-neutral energy system in Germany. The gas/hydrogen scenario framework now includes scenarios indicating future developments. Past frameworks had been based on firm data reports. For the first time, the target years for the gas/hydrogen process are further in the future and aligned with the target years in the scenario framework for electricity.

The electricity transmission system operators have drawn up six different scenarios. Three of these scenarios are for the target year 2037. The remaining three represent the full transformation of the energy sector in 2045.

The gas transmission system operators have put forward a total of four scenarios in the framework for gas and hydrogen. Three of the scenarios look at the target years 2037 and 2045, while one is for the target years 2030 and 2037.

Both scenario frameworks are based on a range of likely developments in the energy sector. The frameworks are of essential importance for the scope of the network expansion and conversion requirements to be determined. The approved scenario frameworks will provide the basis on which the electricity and gas transmission system operators and regulated hydrogen transport network operators will identify the necessary network expansion and conversion measures, with the aim of drawing up the network development plans 2025-2037/2045.

Accompanying document and information sessions

The Bundesnetzagentur has published a document accompanying the draft scenario frameworks setting out the aspects about which it would like specific information and comments.

The consultation will run from 2 September until 30 September 2024. The Bundesnetzagentur will be holding two online information sessions on 13 and 16 September 2024 to provide the opportunity for public discussion on the draft scenario frameworks.
