Frame­work con­di­tions for spectrum as­sign­ments in the ex­clu­sive eco­nom­ic zone

The Bundesnetzagentur today published framework conditions for spectrum assignments in the 700 MHz to 3.7 GHz frequency bands for mobile broadband in the exclusive economic zone (EEZ).

"We are working on the details of the conditions under which offshore wind farms can be supplied with broadband internet so that these wind farms can be connected with the work platforms. Our advances in the energy transition are now impacting and driving spectrum regulation," said Klaus Müller, President of the Bundesnetzagentur.

Because the EEZ is not part of the federal territory, special arrangements were in place for mobile communication. Based on these arrangements, spectrum is assigned upon application.

Until now, it has primarily been narrowband mobile communication technologies that have been used in the offshore sector. The rules for this use correspond to those for comparable uses on the German mainland, so the rules did not need to be adjusted for use in the EEZ. The much larger capacities in the broadband frequency bands now open up new opportunities for use. The scope of the spectrum also ensures continued technological development on all levels. Another objective is to improve the working and living conditions of the workers on the platforms and service ships.

The framework conditions have been published in German in the Bundesnetzagentur Official Gazette 16 (Amtsblatt Nr. 16 der Bundesnetzagentur Mitteilungsnummer 151/2023) beginning on page 915.
