The Bundesnetzagentur has today promulgated the ordinance on the regulatory framework for LNG facilities. The ordinance will enter into force on 18 November 2022.

"The LNG ordinance creates a reliable regulatory framework for LNG terminals and thus makes an important contribution to the security of the gas supply," said Klaus Müller, President of the Bundesnetzagentur.

The current geopolitical situation has made it necessary to diversify the sources of gas supplied to Germany, with a focus on the building of floating storage and regasification units (FSRUs). Floating LNG terminals are planned to start operation as soon as this winter in order to ensure a secure supply of gas. A reliable regulatory framework had to be set up before the German LNG facilities could start to be used.

The Bundesnetzagentur's LNG ordinance serves to set out regulatory framework conditions for LNG facilities. It regulates the basic elements of the allocation and management of capacity, the setting of charges and the underlying calculation of costs for the operation of LNG terminals as well as a separate rate of return on equity for LNG terminals.
