Framework determinations (Level 1)
A framework determination can, for example, set out the basic system for the future regulation of electricity and gas distribution and transmission system operators. A determination at this level describes the elements that such a regulatory system would need to have. Questions that could arise include:
- How long is a regulatory period?
- Is there individual efficiency benchmarking – for electricity and gas?
- Is there a general sectoral productivity factor?
- Is there an adjustment rule for certain types of costs (permanently non-controllable costs, capital costs)?
- Are there still special rules for small network operators, similar to the simplified procedure, and if so, which rules?
