De­ter­mi­na­tions on volatile costs un­der section 11(5) ARegV

Section 11(5) sentence 2 of the Incentive Regulation Ordinance (ARegV) sets out that controllable cost shares or temporarily non-controllable cost shares that can vary considerably in amount from that of the previous calendar year are deemed to be volatile cost shares, provided this was determined by the regulatory authority under section 32(1) para 4a ARegV. Compressor energy costs and costs for the procurement of loss energy are also deemed to be volatile on the basis of section 11(5) ARegV. A common feature of volatile cost shares is that they are network operating costs that can be subject to large annual fluctuations.
