Foreign grid reserve
Expression of interest procedure
If the TSOs determine there is additional demand for generation capacity for the grid reserve and this is confirmed by the Bundesnetzagentur (section 3 NetzResV), an expression of interest procedure is initiated to cover the additional demand. Then facility operators can express their interest in entering a contractual agreement with the TSOs to add their facility to the grid reserve in accordance with section 4(2) NetzResV. The TSO takes into account the lowest priced offer when there are several facilities that are equally suited technically. This happens with regard to safeguarding the security and reliability of the electricity supply system.
The relevant contracts are finalised following coordination with the Bundesnetzagentur. The remuneration is based on the quantity offered for the capacity tendered (sections 4 and 5 NetzResV).
On 15 February 2018 Ruling Chamber 8 issued a decision to each TSO on the recognition of costs for contracting plants outside Germany for the grid reserve:

- decision issued to TenneT TSO GmbH (BK8-17/3500-R)
- decision issued to Amprion GmbH (BK8-17/2500-R)
- decision issued to 50Hertz Transmission GmbH (BK8-17/1500-R)
