Officially appointed, sworn experts

The expert reports must be drawn up by officially appointed, sworn experts in metering and billing.
The appointment procedure is initiated by the applicant's local Chamber of Industry and Commerce (IHK). The technical interview is led by the IHK in Offenbach.

Information on the requirements for experts is contained in Administrative Order No 18/2000, published in Official Gazette No 4/2000, and Communication No 367/2001, published in Official Gazette No 12/2001.

Quality system certification bodies

Quality systems operated by providers of publicly available telecommunications services must be certified by a certification body accredited for the certification of quality systems in the field of data processing and information technology (M33) by the DAkkS (Deutsche Akkreditierungsstelle GmbH) or an equivalent European accreditation body.
The names of certification bodies accredited for the certification of quality systems in the field of data processing and information technology (M33) can be found on the DAkkS website at http://www.dakks.de/.
DAkkS is the German national accreditation body under Regulation (EC) No 765/2008 of the European Parliament and of the Council of 9 July 2008 setting out the requirements for accreditation and market surveillance relating to the marketing of products, in conjunction with the Accreditation Body Act (AkkStelleG) of 31 July 2009 and the legal and administrative provisions issued under this Act, and as such is responsible for performing accreditations in accordance with Article 5 of Regulation (EC) No 765/2008.

Comparable bodies

A comparable body within the meaning of section 45g of the Telecommunications Act (TKG) is a legal entity or natural person without the formal status of an officially appointed, sworn expert but with the equivalent expertise for assessing the scope covered by the test report and the ability to demonstrate such expertise appropriately. Comparable bodies are

  • accredited quality system certification bodies authorised to issue test certificates under section 45g of the Act,
    also having the competence and right to act as a comparable body under section 45g of the Act, and
  • bodies providing an expert opinion confirming and certifying their eligibility to assess compliance in accordance with section 45g of the Act.
