Purpose of use
Mobile numbers may be used exclusively for mobile services. A mobile service must enable subscribers to make calls to public telephone networks via a public cellular mobile network.
Legal basis for assignment
The legal basis for the assignment is the numbering plan, which specifies which mobile numbers are available, the structure of these numbers, the purpose for which the numbers are to be used, the basic principles of the application procedure and the conditions for using the numbers. The numbering plan was first published on 23 February 2011 (Administrative Order No 11/2011, Official Gazette No 04/2011) and subsequently amended by various Administrative Orders. The following consolidated version applicable as from 21 May 2020 incorporates all the amendments which have entered into force.

Application procedure
The application procedure for mobile numbers describes in detail how mobile service providers are assigned number blocks by the Bundesnetzagentur. The application procedure was first published on 23 February 2011 (Communication No 63/2011, Official Gazette No 04/2011) and subsequently amended by various Communications.
