Routing Codes
Routing Codes are used by network operators for network-internal and cross-border routing. They cannot be dialed by subscribers. Routing codes use the number ranges (0)198 to (0)199. The list below shows the provided subranges and their purposes. The unlisted number ranges are a reserve.
(0)1986 115: Routing Codes for the Government Service Telephone Number 115
(0)1987 xxx: Routing Code for Numbers for Harmonised Services of social Value 116xyz
(0)1988 xy: Destination Network Operator Identifier for the Generation of Routing Codes for International Freephone Services (IFS)
(0)1989 xy: Routing Codes for Directory Enquiry and Call Connect Services

Legal basis for the allocation
Legal basis for the allocation of Routing Codes is the numbering plan. It specifies which numbers are available, how these are structured, for what purpose they are to be used, how the application procedure is organized as well as the conditions of use that must be observed.

According to the numbering plan, most Routing Codes are available to all users on the basis of a general assignment. Only in the case of the (0)1988xy codes an individual allocation is required.
