Spectrum Or­di­nance

Germany's national spectrum allocations to specific radiocommunication services are laid down by the federal government in the Spectrum Ordinance in accordance with section 89 of the German Telecommunications Act (TKG). The national allocations are based on the internationally agreed spectrum allocations in Article 5 of the Radio Regulations of the International Telecommunication Union (ITU). The international allocations are updated in line with current developments, setting the long-term course for spectrum use, at the ITU's World Radiocommunication Conferences (WRCs), which are held about every four years.

The national Spectrum Ordinance allocates the bands to individual radiocommunication services and other applications that use electromagnetic waves. It requires the consent of the German Bundesrat.
The Ordinance is published by the Federal Ministry for Digital and Transport (BMDV).
