Short-term assignments
If spectrum is to be used for a short term only – for example, for sports events such as motor racing, concerts and trade fairs – the Bundesnetzagentur issues assignments in a simplified procedure for a maximum of 30 days.
Spectrum assignments for short-term use are tied to a specific event and location. Further information may be found in the administrative rules for short-term assignments (VV KuNz (pdf / 87 KB)).
Applications
Applicants should make their applications no later than 15 days before they wish to start using the spectrum. Timely assignment cannot be guaranteed if applications are submitted later – in particular if spectrum is planned to be used close to borders with neighbouring countries.

Fees
Fees are charged for assigning spectrum and, under certain conditions, for rejecting applications.
Amount of fees
Under the Telecommunications Act (TKG) in conjunction with the current version of the Bundesnetzagentur’s special ordinance on fees for spectrum assignment, the fee for the temporary use of spectrum (up to 30 days) is at least €30.
Please note that the short-term assignment fees for applications that the Bundesnetzagentur receives less than 15 days before the first day of use (based on the receipt stamp for postal applications or the date of receipt in the email inbox for email applications) or for larger areas of coverage are higher based on a sliding scale.

Calculation of fees
Please note that the fees calculated using the file are estimates. The exact fees can only be calculated on the basis of the data provided in an application and the actual short-term spectrum assignment granted.
Annual contributions
Spectrum assignment holders must also pay annual contributions. These contributions are calculated in accordance with the Spectrum Protection Contributions Ordinance (FSBeitrV).

Are deviations from the spectrum usage plan possible?
Spectrum applied for as short-term use does not always conform with the provisions of the spectrum usage plan. Pursuant to section 97 TKG, in the case of spectrum required at short notice, it is possible to deviate from the stipulations of the spectrum plan for a limited period provided that no degradation is caused to any spectrum use entered in the table of spectrum allocations or the spectrum usage plan.
What do I need to do in the case of general spectrum assignments?
For certain applications and spectrum, no individual spectrum assignment is required. These are generally assigned (general spectrum assignments). All users of general spectrum assignments must ensure that their usage does not cause interference to other users. Therefore users should come to an agreement on site about which spectrum they are using.
