Scenario framework 2027‑2040/2045
The Coordination Office for Integrated Gas and Hydrogen Network Development Planning (KO.NEP) and the electricity transmission system operators (TSOs) submitted drafts of their scenario frameworks for the 2027-2040/2045 network development plans to the Bundesnetzagentur by the 30 June 2026 deadline in accordance with section 12a and sections 15a et seq EnWG.
While the drafts are related to each other in terms of content, they remain two independent processes. Both scenario frameworks include three development pathways representing the years 2040 and 2045. Scenario B (electricity) and scenario 2 (gas/H2) were coordinated between the electricity TSOs and the gas and hydrogen TSOs and submitted as a joint scenario.
In both the electricity and the gas and hydrogen sectors, all scenarios reach climate neutrality by 2045.
Consultation
The Bundesnetzagentur is examining both scenario frameworks and will publish them together with a supporting document for the consultation, which begins on 31 August 2026. The competent authorities concerned and interested members of the public will have the opportunity to participate and provide comments until 28 September 2026. The Bundesnetzagentur will take the results of the consultation into account during its further examination and subsequent approval process.
Online information day
The Bundesnetzagentur will also offer an online information event as part of this process. In terms of content, the event will cover both scenario frameworks, for electricity as well as for gas and hydrogen.
